la prepared to concur in the suggestion that licences
for the export on con lenment of reasonable quantities of
arm to reputable con lynces in liong ong should in future
be 1. aued, provided that in each once the prior approval
of this end of the Service Departments bo obtained together
with a quarantee from the exporters in this country that
such arms will not be re-exported from Hong ong to any
de tinetion without the written consent of the government
of the Colony.
